Thank you very mach for your reply. The meaning I need is journalistic or maybe poligraphic term. While reading the examples in the text I guessed myself that it means in Russian "заголовок с подзаголовком".
And such a question why your link doesn't open from my Favourites $:а\?:$ It says that is no arguments in request.

Journalistically or polygraphically, it means headline. But there are two types of headlines in the language of the press, i.e. implicit and explicit. So it is an implicit headline, i.e. a headline with a subheadline which is not obvious for understanding at first sight.

The exact sense?

To bother, to upset smb.

Here are examples I found in the net:

The students get under Mary's skin by talking about her freckles.

Children who talk too much in class get under the teacher's skin.

Clear enough?
I'm the son of rage and love.
